Engr. Felix Omatsola Ogbe: Executive Secretary, Nigerian Content Development and Monitoring Board

Engr. Felix Omatsola Ogbe, Executive Secretary, Nigerian Content Development and Monitoring Board, was appointed on December 7, 2023, by His Excellency, President Bola Ahmed Tinubu, GCFR. In this role, he oversees the entire operations and management of the organization, with a focus on Nigerian Content performance in the Nigerian oil and gas industry. He will drive the 10-Year Strategic Roadmap, instituted in 2017, targeting 70% Nigerian Content retention by the end of 2027. Additionally, he will lead continent-wide local content initiatives, in partnership with organizations such as APPO, Afrexim Bank, and AfDB.

Prior to his appointment, Engr. Felix Ogbe served as Managing Director of BREFEL Limited and NIMA Energy LLC, overseeing various projects across the oil and gas industry, medical and Medicare services, both within and outside Nigeria. He spent 24 years at Chevron Nigeria Limited (1990-2014), retiring voluntarily to establish his private firm. His extensive experience spans oil and gas facilities, onshore and offshore; LNG; water drilling, treatment, and storage facilities; civil, building, and dredging construction, in Nigeria, Africa, South Korea (Busan), and the United States.

Notably, Engr. Ogbe managed several in-house construction services supporting CNL activities and operations in Nigeria, including the Escravos Gas to Liquid (EGTL) Plant and Gas Plant in Escravos, Nigeria; the Escravos Gas Project (EGP-3B), Lagos and Warri; and East Area construction projects. He also worked at Chevron’s San Ramon, California, USA Headquarters, focusing on project estimation, costing, and budgeting, as well as safety in design and software utilization for project costing and budgeting (COPES).

As Executive Secretary of NCDMB, Engr. Ogbe is responsible for implementing the Nigerian Content Act, promoting local content in the oil and gas industry, and developing policies to increase local participation. He has been instrumental in initiatives aimed at building local capacity and promoting technology transfer. Engr. Ogbe has attended various courses, including Design and Construction Strategy for Oil and Gas Production Facilities and Project Execution and Management. He is a member of several professional organizations, including the Nigerian Society of Engineers, Council of Registered Engineers of Nigeria (COREN), and American Institute of Civil Engineers.

Engr. Felix Ogbe holds a Master’s degree in Civil Engineering and an MSc in Construction Management. His personal interests include football, music, traveling, reading, and writing. He is married with children.
