Dr. Bello Aliyu Gusau: Former Executive Secretary, Petroleum Technology Development Fund (PTDF)

Dr. Bello Aliyu Gusau is the former Executive Secretary of the Petroleum Technology Development Fund (PTDF). His first appointment as the Executive Secretary, of PTDF, was on September 26th, 2016. After his first tenure of four (4) years in Office, Dr. Gusau was re-appointed as the Executive Secretary, PTDF, by President Muhammadu Buhari (GCFR) for another four (4) year term on September 25th, 2020, having served meritoriously in his first term.

He holds a Doctor of Philosophy degree in Political Science with a specialization in Political Economy and Development Studies. He attended Ahmadu Bello University, Zaria and the University of Jos, as well as various programmes in other institutions of learning abroad, such as the Institute of Energy Studies in Oxford, United Kingdom and the Harvard Institute of International Development, Boston, Massachusetts in the United States of America.

Before joining the PTDF, Dr. Gusau had his career in teaching and research, and as a lecturer in the Department of Political Science, Othman Danfodio University, Sokoto. Thereafter, he served as a Special Assistant to then Minister of Petroleum Resources, late Dr Rilwanu Lukman and later as the Secretary to the Oil and Gas Sector Reforms Implementation Committee (OGIC) whose work gave birth to the original Petroleum Industry Bill (PIB) now Petroleum Industry Act (PIA).

He has extensive experience in research and policy formulation in the oil and gas sector and is a strong advocate of legal and institutional reforms in the sector.

Dr. Bello Aliyu Gusau’s visionary leadership as Executive Secretary of the PTDF is premised on seven strategic priorities with very impressive results to show for it. He has bagged so many awards and recognitions for his outstanding role as the Secretary of the PIA Steering Committee and Head, PIA Implementation Working Group.
